Arkansas in 1860 was on the pioneering edge of railroad developement. There were several railroad right of ways and road beds being built from various points, but the only actual railline that had been built was from Little Rock to DeVal's Bluff, and from Memphis to the east side of the White River bottoms. The section connecting these two lines through the White River Bottoms had not been completed. There was no railroad constructed during the war because of the lack of materials. In fact much of the spare materials that could be salvaged from the Little Rock to Devals Bluff section was slated to turn the CSS Ponchartrain into an Ironclad Ram while it was at Little Rock. When the Ponchartrain was burned in September of 1863 and the fall of Little Rock it is reported that her decks were pile with railroad rails.

As for anywhere else there is very little to support an existing line until after the War. I have a very good Friend who relic hunts who as told me of a find near Gaines Landing, but this locomotive drive wheel that was found is most likely a post war project from the timber industry era. That is what I believe this railroad near Winchester would most likely be.

Or at least that is what I have come to understand.
