Lets don't forget the arms being crossed that resulted in the "Fairplay" Incident. We do not have an account as to exactly what was on those shipments that were not intercepted. For example the Ellsworth guns which were in Louisiana. Those guns were appearently captured in a lot of 22 such guns by Stonewall Jackson at Harpers Ferry in September 1862.
