That is the probable explaination.

After action reports were generaly written some time well after the actual engagements were fought oweing to the needs of the campaigning season. Stonewall Jackson's reports on all of his battles in 1862 were not written until the winter of '62-'63. Even then they were written by his aides who went out and interviewed the various Regimental and Brigade commanders who had survived until that time. Jackson himself only made changes to those reports as he then saw fit.

Very few Regimental and Brigade Commanders would have had the free time to investigate and to have written their reports on the Battle of Mansfield and Pleasent Hill before the Battle of Jenkins Ferry.
