Shaver did rank Colonel Ashbel Smith of the 2nd Texas, who was oftimes commander at Galveston. But Galveston at this time was awash with semi-employed officers, including generals, and with a garrison of Texans who would have resented an AR officer commanding them. I can't say this is untrue, but unless Shaver was to be promoted to general it just doesn't make much sense.
