No. If he had applied in Alabama, the state would have written to the War Department in Washington where Confederate service records were maintained. They would have responded with the desertion information which would have prevented him from obtaining a pension. There were several men named Collins from Fayette County who applied and received pensions from Alabama, but his name does not appear among them.
