I do lookups for the Fort Delaware Society. The pattern I have observed is that the Confederate prisoners paroled for exchange, released and delivered after 4 JUL 1863 were generally sick, wounded, or otherwise debilitated. Once in Confederate hands, those who were still in need of convalescent care but were otherwise mobile were furloughed home as paroled prisoners of war. Those deemed able to return to duty were collected in parole camp, declared exchanged and returned to their units. Those furloughed home who returned ready for duty were declared exchanged and rejoined their units.
