A loyalty oath didn't necessarily mean the person who signed had been a Confederate soldier. In this case the signer, Wiley J. Perry, happened to be a physician who lived near Oak Grove in Perry County. He enrolled in the 4th Alabama Militia, and late in 1863 volunteered in the Gid Nelson Battery.

Note that the Judge of Probate for Perry County was Bush Jones, formerly Colonel, 58th Alabama Regiment.
