A complete list should be in Record Group 109 at the National Archives. In contrast to a General Order, a special order has to do with specific officers and men. Clerks at the War Department who created service files for Confederate officers and men created individual cards for all those mentioned in SOs. A card with the relevant information should appear in the file of each soldier mentioned in each SO.
