As stated, this soldier was released under General Order No. 109, which allowed Federal authorities to release Confederate prisoners of war, provided they took the oath of allegiance to the United States. The great majority of tens of thousands of Confederates held in Northern prisons were released under General Order 109, June 6, 1865.

Hugh Simmons of the Fort Delaware Society has created a very helpful chart showing dates and events involving release of Confederate prisoners in 1865 --

"Why does is say his release"?

Release is what happens when a prisoner is allowed to leave. I don't know if you needed a further definition or not, but that's what 'release' means.
