Yes, the date of birth (if correct) is suspicious. He would be a very young Col.! However, I suspect that the date may be incorrect for two reasons. First, his daughter married someone who was born in 1847. That would make her about 20 years younger than her husband. Not unheard of, but again it casts doubt on the date. Second, A.H. McClung is not found in the 1850 Census of the Huntsville area, where he was supposedly born three years earlier. Again, not impossible that his family moved in the intervening years, but casts doubt.

The McClung family was a rather prestigious family of Huntsville, from what I can ascertain. One of the McClung progenitors in Huntsville ran for the state legislature in the first election of the State of Alabama.

The McClung family seems to originate from Va., where an Andrew H. is found as a Capt. in the militia. His young age might have been acceptable as a Capt. in the militia, as opposed to the regular army. Then, he might have risen to the rank of Colonel in the U.C.V.

I too had found the McClung Rifles. It is the nickname of Company E of the 15th Miss. Infantry. However, I can find no record of a McClung in this company. I don't have the best Mississippi resources, however.
