This is correct. It means that he met the criteria set forth in an order given by General Lee, rather than he was mentioned by name by 'Marse Robert'.

By the way, the limited research I've done over the weekend encourages me to believe that the general positions of artillery battalions attached to Hill's Third and Anderson's Fourth Corps may be determined. For instance, men from batteries attached to Stribling's Battalion accompanied Gordon's assault in the pre-dawn hours of March 25th with orders to man captured Federal cannon and support the assualt in that manner. Another account places Fort McGilvrey and Battery Nine to the right of Bradford's Confederate Guards Battery of Coit's Battalion.
