Another important factor in the Confederate Government's decision not to continue to pursue partisan/guerilla tactics was its quest for international recognition as a legitimate nation. The government approved partisan forces of the early war were detrimental to this end, and were officially disbanded.

At the end of the war, the Confederate Government had little say in the matter. The decision was made "in the field" by military commanders such as Lee. The option was put to Lee by a subordinate. He chose instead, for whatever reasons, to surrender.
