I have not checked those files, but I am told that the Tuscaloosa facilities are found in the contracts.

And, you are correct that in the early war, while Forrest was operating in Tenn., that his unit's equipment was of poor quality [and I would assume the uniforms were, too]. The guns were of mixed origin and type. It was when he took notice of this, that he personally went into Miss. and had a supply of guns, which had been promised to other units, redirected to his own.
