Pat,

Take your paperwork (proof) of your soldier's
service to you local VA Office; A rep there
will complete the application and you then
forward it to the VA Office in Washington, DC;
the marker will be provided at no cost to you;
by an act of Congress, when it comes to grave
markers, Confederate soldiers have rights equal
to those with US service.
