Could David Hubbard Jr be the son of the Confederate Commissioner of Indian Affairs? David Hubbard was Commissioner of Indian Affairs until April 1862 and was in Arkansas or Indian Territory. He continued as Indian Agent when replaced by S.S. Scott as commissioner.

The Official Records contain correspondence between Hubbard and Confederate Secr of War Walker and Cherokee Chief John Ross. There is also a report from Hubbard regarding his role in Arkansas's secession convention.
