At least by 1864, "Ordnance Lt." was a Corps level rank. It could only be obtained by passing a "competitive exam". There was one such exam held in Texas in Spring 1864. I *think* that this was a yearly exam. It was a [Confederate] nationwide exam, with examinees coming from all over the Confederacy. One such examinee who passed the 1864 exam was James Jackson Garrott, Ornance Sgt. of the 44th Alabama Infantry. Upon passing the exam, he was raised to the Corps staff level.
