A P.A.C.S. officer held a commission issued by the Confederate government and reported directly to the war department office which issued his commission. For instance, the surgeon mentioned in the post was assigned to duty by Medical Director in Richmond or his authorized representatives. This was true of all Confederate staff officers serving with military commands as well as those who were not.
