Ben, the initials P.A.C.S. stand for "Provisional Army of the Confederate States". This was the volunteer army of the Confederacy (established in acts of February 28 and March 6, 1861), as opposed to the regular army (Army of the Confederate States, or Confederate States Army -- C.S.A.). The Union equivalent would be U.S.A. (United States Army) and U.S.V. (United States Volunteers).
