Again, I'll say I'm not a flag expert! But, I think that it is highly unlikely that this flag is from the 19th, or any other regiment of Dea's Brigade.
Dea's Brigade was issued the St. George's pattern flag, according to Greg Biggs, during late 1862/early 1863. If I recall correctly, the style in question was issued beginning in 1863. And, I can find no reports of the 19th losing their flag (and thus needing a replacement) before the end of the war. Doesn't mean it didn't happen, but it is not recorded anywhere that I've looked.
I haven't looked at the flag history's of Baker's Brigade, which included the 34th (whose flag is said to be like this one), but I think that the regiments of that brigade are more likely candidates.
