answer, but I think that it is correct. *Some* of those numbers indicate a "master" document. "Master" meaning a document that has multiple names on it. In particular, I'm thinking of hospital rolls. Instead of including the document with many names on it, just because the man in question is listed, his name and other info was listed on a card and microfilmed. Same for company muster rolls. In other words, the roll itself exists (existed) but was not microfilmed. The number refers to that roll.
