If it was available to the compilers of the OR, then it should be at NARA *or* the U.S. Military Archives (this is an archive that most people don't know exists).

All of the archive records, as far as I know, came from records in these two archives (or borrowed from the various former Confederate states and copied to microfilm at NARA).

This assumes that this is not a document that has gone "missing" from the archives, or has not been de-acquisitioned. (Yes, NARA has actually sold off Confederate documents! Shame on them. I know this is a fact because I have one of them...with the "Rebel Archives" stamp on it.)

At any rate, you most likely can request a copy of it from one of the two archives.
