Conscription Law Alabama in 1862

I just heard from one of my fellow family researchers that there was a Conscription Law of 1862 passed in Alabama that said that every man age 17-45 had to serve in the C.S.A at least in that State. (What does this mean?) Does anyone know exactly what the law required and how they enforced it? We have family members that we thought because of this law would have military records, but we cannot find them.
