At the age you state, it's unlikely that he enetered Confederate service until 1864, although he may've joined a home guard unit earlier. During that time in the war many Confederate units either didn't keep proper records on members or what they had was lost or destroyed.

There are several records for men named 'Hill Carter' or 'Hillary Carter' in Virginia units. Didn't see anything other than the initial 'H * Carter' for units other than Virginia. Nothing under that name for the 1907 census of Limestone County veterans. It would be helpful to know where he lived in 1860. Most men enlisted in units recruited near their homes, so that's why it's important to have those facts at your command. Good luck!
