I don't know much about this, but I have seen handheld scanners that can scan sections of a document at a time, without physically touching the document.

You could also use a standard flatbed scanner, laying the document on the scanning glass, but not closing the lid on the document.

You can also do a real "photo copy". Most print shops have these camaras. You lay the document to be photographed on a flat surface below the camara, and simply snap the shot. The camara is on a permanant mount, so that it is perfectly still while the photo is shot.
