In the French Army, this term indeed means "Camp Follower", of which none are in actual service.

A Regimental Laundress, during the Civil War, was considered to be in service (as an unarmed Non-combatant) and was illegible for a pension. So were Regimental Servants.

I don't believe that a Regimental Laundress fits the definition of a "vivandieres".
