Among other things, this act exempted ministers from service. It organized the military into three classifications; Junior Reserves, Active, and Senior Reserves.On first blush, it might look like Priv. Sims would not have necessarily been in service before 1864, since this Act was not passed until then. But, keep in mind that there were conscript Acts before this, which would have required him to serve, unless exempted.Also note that I forgot another classification of exemption...ministers.
