I'd expect to see that document on file with the soldier's service record. If you haven't seen the microfilm of his file, I'd suggest that you locate and read it. The service record should place the furlough paper in context. You should be able to procure a copy of the document from the National Archives Records Service with the citation you have, but I can't offer anything more specific because I've never asked for anything from this office. You're correct about Haralson and Coweta County; it's just across the Alabama line and I was foolish not to have recalled that fact earlier. The soldier probably had family relations there.
