The muskets in question certainly must be smoothbores. They may have already been issued, but without cartridges and flints. English guides for the period suggest 'buck and ball' ammunition for provost guards armed with the Enfield rifled musket. Perhaps Lockett wanted the same.

There are numerous examples of 'City Guard' useage before and after the war, in Alabama and elsewhere. Just key 'city guard' in a search and you'll get all kinds of examples. For instance, "Eufaula City Guard", AKA "Eufaula Zouaves", which became Co. "K", 15th Alabama. I won't suggest that the Eufaula City Guard or many of these others ever acted as provosts as Lockett's men certainly did. "Guards', "Rifles", "Blues" and "Volunteers" were simply popular names for these early companies.

There are miscellaneous rolls for both Lockett's and Swanson's companies at the ADAH. They'll be worth consulting.
