If he was in his early teens or older than forty, a home guard or militia type organization would be possible. If he was a minister, civil official (even a JP) or worked in mine or a foundary, he would have been exempt from regular service. I had a direct ancestor who was an overseer. Evidently he took advantage of the exemption for overseers and remained at home during much of the war. When the Confederate Congress dropped that exemption, he finally enrolled in a Georgia artilley unit. It could be that he had an infirmity that would've prevented him from doing regular military service. There are any number of reasons why he might not be enrolled. We just need to know a little more.
