That made no sense at the time I found it, but does now in light of the information you have. In November of 1863 each of these units was acting under orders of the Conscript Bureau and presumably serving in its home county. All three companies were ordered to Virginia in April of 1864. There is a book entitled "The Little Jeff; The Jeff Davis Legion Cavalry, Army of Northern Virginia," by Donald A. Hopkins, published by White Maine last January. You may find it helpful.
